Request for Proposals (RFP): Central Atlanta Progress (CAP) and the Atlanta Downtown Improvement District (ADID) are seeking a qualified, multi-disciplinary planning and engineering team to develop a microscopic traffic simulation model for the Centennial Hill vicinity of Downtown Atlanta. All questions must be received in writing by Friday, August 4th at 5:00 p.m. Answers will be made available to all parties via this website by Wednesday, August 9th at 5:00 p.m. Background Centennial Hill is located in the northwest corner of the heart of Downtown Atlanta, nestled between Centennial Olympic Park and the Downtown Connector (Interstate 75/85). Pertinent transportation facilities serving Centennial Hill include the Williams Street interchange with I-75/85 and the new Ivan Allen, Jr. Boulevard (formerly known as the Jones-Simpson-Alexander (JSA) corridor), a new east-west arterial facility that was completed in October 2005 (Phase 1). The new Ivan Allen, Jr. Boulevard was one recommendation of the JSA-McGill Livable Centers Initiative (LCI) study of 2003 and is a key element of the recently-completed Imagine Downtown plan. Since 2003, over 30 acres of underutilized and vacant land in Centennial Hill have been transformed into an emerging development “hot spot,” consisting of world-class attractions, such as the new Georgia Aquarium, office buildings and new residences that are planned, under construction, or have recently been completed. As this area continues to develop, and new forms of transit are implemented within Downtown, a need exists for a more comprehensive understanding of the Downtown surface transportation network and traffic operations. Such an analysis of existing and future traffic operations must consider the recommendations from the Imagine Downtown plan and balance the relationship between land use, infrastructure improvements, and streetscape design to ensure quality multimodal connections within Downtown. ADID is providing two-thirds of the funding to support the scope of work described in the RFP. The remainder is provided through an award from the Atlanta Regional Commission’s Livable Centers Initiative (LCI) Supplemental Study funding program. |
